The updated code passed by the legislature in Kinshasa would increase royalties on metals from 2% to 3.5%, and cobalt up to 10% if it is deemed a strategic mineral by the government. The changes to the code - from which existing miners were supposed to be excluded - have corralled strong opposition, led by Randgold Resources' (LN:RRS) Mark Bristow and Ivanhoe Mines' (CN:IVN) Robert Friedland.
