Mining's legislative balancing act

The word ‘discretion’ cropped up more than a few times at the recent World Initiative of Mining Lawyers (WIOML) conference in France. A mining code with too much could lead to countries scuppering billions of dollars of investment; too little and their mineral riches could be abused by unscrupulous companies.
