South African mining and energy minister Gwede Mantashe’s address to the Mining Indaba in Cape Town on Monday was probably reassuring for miners struggling with electricity shortages, and for coal miners and oil companies, but will raise concerns about his commitment to coal transition deal struck at COP26.
