A study by strategic communications and sustainable development consulting firm Portex into the mining concession contracting processes in Colombia's Antioquia department has shown the delegated authority the regional government enjoys for contracting and supervision is not achieving the goals of decongestion, efficiency, efficacy and fomenting the development of mining and exploration.

Portex showed the number of applications being signed into concession contracts fell from 669 in the 2004-2007 period to 243 in 2008-2011, to 35 in the 2012-2015 period and none in the 2015-2018
