The session will open with welcome remarks from the Senior President of ANM, outlining the purpose of the webinar and setting clear expectations for junior exploration companies and prospective investors. Participants will gain clarity on available opportunities, participation pathways, and the practical steps involved in engaging in Timor-Leste’s exploration landscape.
A key highlight of the webinar will be TIVAN’s presentation on its exploration journey in Timor-Leste, including the discovery of high-grade copper-gold mineralization.
The session will cover the geological significance of these findings, the strategic rationale for investing in Timor-Leste, and how these results position the country within the regional minerals landscape. This provides valuable technical and commercial insights for companies assessing frontier jurisdictions with strong discovery potential.
ANM will also provide an official update on exploration implementation, regulatory experience, and institutional support mechanisms. Topics will include operational experience of license holders, timelines from license issuance to field mobilization, progress against approved work programs, and initiatives to streamline procedures.
The Government’s commitment to maintaining a transparent, stable, and investor-friendly environment will be emphasized, alongside efforts to strengthen institutional capacity and align governance with international best practices.

Grant Wilson, Executive Chairman, Tivan Grant has led Tivan Limited as Executive Chairman since December 2022. His 25-year career includes extensive experience in global finance, law, media, technology and government. Grant previously held senior roles for the Government of Singapore Investment Corporation (GIC) in London and Singapore. He founded and led Civic Capital, a multi-billion dollar New York based hedge fund, from 2010-18. Grant sits on the Advisory Board of Exante Data, Inc, a macro intelligence and data analytics firm, based in New York. He wrote a popular column for the Australian Financial Review from 2020-22. Grant holds BComm/LLB (1st) from the Australian National University and MScIPE from the London School of Economics and Political Science.

Allexandra S. Devi G. da Costa, Executive Director of Governance Relations and Promotion Allexandra da Costa is a Member of the Board of Directors and an experienced governance and public affairs leader with strong expertise in the minerals and extractive industries. With a strong track record in public relations, strategic coordination, and investment promotion, she has played a key role in strengthening institutional partnerships and advancing sector governance. Earlier in her career, Allexandra worked in the banking sector at one of Indonesia’s leading banks, Bank Central Asia (BCA), where she managed high-value transactions and foreign exchange operations for five years. In this role, she earned the trust of clients by handling transactions and demonstrating meticulous financial management and client relationship skills. She spent five years as Manager of Public Relations at a Chinese state-owned enterprise and later served as Chief of Staff to the Minister of Petroleum and Mineral Resources of Timor-Leste, leading strategic communications, stakeholder engagement, and national and international cooperation across government and industry. Since April 2024, Allexandra has been serving as Executive Director for Governance Relations and Promotion, where she leads governance initiatives, promotes responsible investment, and supports sustainable development of the minerals sector. She holds a Diploma in Business Administration and a Bachelor’s Degree in Economic Science from Triatma Mulya International University, Bali, graduating in 2013, combining academic foundation with leadership experience to drive impactful sector advancement.

David de Araújo, Executive Director of Local Content and Title Administration, Autoridade Nacional Dos Minerais, I.P. (ANM) David de Araújo is currently assuming the role as a member of the Board of Directors and the Executive Director of Local Content and Title Administration at the Autoridade Nacional dos Minerais, I.P. (ANM). The primary roles being Executive Director encompass ensuring the Local Content and Title Administration Directorate achieves all the strategic goals and objectives; contribute to the development of mining related laws, regulations, policy and procedure; responsible for Licenses and Permits issuance in accordance with the Mining Code and other applicable laws in Timor-Leste; ensuring compliance of the Local Content requirement including prioritizing employment of Timor-Leste Nationals across all mining cycle; provision of training and knowledge transfer to Timorese workforce; provision of goods and services to local companies and ensuring implementation of Community Development programs by all Mineral Rights Holders. Prior to the current role, David gained more than 10 years professional experiences in the oil and gas sector with ConocoPhillips and Santos Limited, particularly overseeing and implementing the local content and community development Programs required under the Bayu-Undan project. In June 2012, David obtained his bachelor’s degree in Humanitarian and Community Studies at Charles Darwin University, Northern Territory, Australia.

Jacinto Júlio da Silva Soares, Executive Director of Technical Autoridade Nacional dos Minerais, I.P. Jacinto has nine years of experience in mining sector regulation. He began his career in 2015 and joined the Autoridade Nacional do Petróleo e Minerais (ANPM) in 2016 as a Technical Officer after earning a degree in Environmental and Sanitary Engineering from Mapúa University (formerly Mapúa Institute of Technology) in Manila, Philippines. At ANPM, he contributed to drafting the Mining Code and strengthening the environmental, health, and safety regulatory framework for mining operations. In 2023, he was recruited for a managerial position and subsequently appointed as a member of the Board of Directors of Autoridade Nacional dos Minerais (ANM, I.P.) during the institution’s transition to ANM. As Executive Director of Technical at ANM, Jacinto oversees all core technical functions, including Mineral Exploration and Acreage Release, Mineral Development, Production and Surveys, Environment, Health and Safety, and Monitoring and Supervision. He ensures regulatory compliance, operational excellence, and alignment with national resource development priorities while advancing sustainable mineral development and responsible sector growth. He brings to board-level engagements strong technical expertise, regulatory acumen, and strategic leadership, grounded in a commitment to good governance, transparency, and sustainability in the mining industry.
